Watch as National Park Service officials, led by Superintendent Cynthia MacLeod, stand by and do nothing as peaceful protesters are harassed and stalked by a drunken Philadelphia horse-drawn carriage driver. Over twenty 911 calls were also made, yet no police ever came.
This man was publicly drunk, making threats, stalking, using excessive profanity, blocking free speech activity, making defamatory statements, and creating a general public disturbance. His behavior was so unusual, that even random passers-by were making pleas for the Park Service officials to take action- they did not.
Everyone is entitled to free speech, but the Park Service has an obligation to create a separation between unruly opposing parties, which they FAILED to do. National Park Service is responsible for ensuring all parties have an equal chance at expressing their First Amendment activity, clearly this was NOT the case.
