Although people were drunk, it was mostly just an occasion to dress in costumes and shout the names of the coming stations.
As far as I saw, Japanese people were not robbed, not aggressed, etc. and in the end those gaijins costumed as blue workmen cleared the wagon of garbage left behind.
Considering that I despise the all-year-round smell of alcohol coming from drunken Japanese salarymen and their pushing and shoving on trains, I think that a couple of hours of drinking and shouting on the Yamanote are just a fun way of releasing stress. Especially since many people were simply chatting in the crowd.
