Either the duckes were being taken away and sentenced to death,
or
they actually move the ducks from the winter quater to the summer quarter because its good for tourism.
The summer quarter is great for humans, but not for swans,
the swans would die of stavation if left in the summer quarter during winter,
Also, the ducks are in constant circulation between the quarters, so if left to they're own devices, they would probably fly away to where the grass is greaner
