A well implemented TCP stack should detect congestion and take appropriate steps to avoid adding to that congestion. This aspect of TCP implementations is often not well tested.

This video describes how Maxwell, a network impairment and protocol impairment system from InterWorking Labs, may be used to exercise and test how well a TCP stack responds to various symptoms of network congestion.
