Who saves money? Us.
Who wins? The environment and owners of these vehicles. Additionally, with solar-powered electrics, you can actually sell power back to the power companies as well as power your vehicle.
This is a big energy solution (besides hummers) that's already here and just needs to be exploited.

A few pyramids of windmills here and there wouldn't hurt either. i'd rather pay for environmentally friendly electricity than the nasty shit they make these days.
Ok, let me think. Um. I'm an artist. I'll do a weird art project of this guy with lettering over his head that says, "Can't the world give up one damn Hummer?" I can then make prints at wall mart for .19 cents apiece and people can buy them for two dollars. that might raise some money.
