Yes you can. States need willing taxpayers in order to be established. The only reason we have states today is because religious cult leaders convinced people using divine authority. Some may have not needed to (because people can be stupid) but that's the most likely theory. History has to be revised from time to time when new information surfaces. However, most of this was found out soon after it happened so no major revisions were needed.
