The Israeli military used white phosphorus munitions in the Gaza War. The IDF repeatedly denied using white phosphorus munitions but acknowledged use after the war ended.
Numerous reports from human right groups during the war indicated that white phosphorus shells were being used by Israel in violation of international law. Human Rights Watch said shells exploded over populated civilian areas, including a crowded Palestinian refugee camp and a United Nations school where civilians were seeking refuge.

Amnesty International's delegates found still-burning white phosphorus wedges all around residential buildings on Sunday. These wedges were further endangering the residents and their property; streets and alleys are full of children playing, drawn to the detritus of war and often unaware of the danger.

Smoke bomb is a euphemism. WP is primarily an incendiary munition utilized to generate casualties and to destroy military material. Its secondary function is a visual marker or spotting round. A usually unsuitable tertiary use is to screen movement by blocking line of sight.

It is never a proper illumination device.
