Devolution is one of the key issues that has always been labelled contentious in Kenya's constitution making process. The road to drafting the devolution chapter in the proposed constitution was not any different either with an earlier proposed 3 tier system being shot down in favour of a two tier system. In our continuing series, referendum countdown, Hussein Mohamed tells us how devolution is intended to bring services closer to the people and enhance participation decision making.

  • The constitution is not to be studied. Leave that to justices. Even accomplished constitutional lawyers read opinions of other judges, then apply the interpretations. Hypocrites!
