when you run the program the LED will flash slowly if the crystal is soldered properly. Once every second
another way to test this is to use a small screwdriver and carefully short out the two metal pads where the small wire leads from the crystal are soldered.
The LED should begin to flash rapidly, when you remove the screwdriver, and the short is no longer present the LED will go back to a rate of about once every second.

I use flux core solder. I have fund this to work better.
