@BrandonX93 GIMP has 3 core developers, and an additional two added last year for Gimp 2.8. It's programmed in C on Linux, and uses CMake for cross platform compiling making it able to run on Linux, Unix, Windows, and OS 10. All iOS applications I believe haft to be developed using XCode on OS 10, and XCode is free, but only for iOS and Mac Developer Program users Which you haft to pay $99 a year for ($198 for both licenses). So it's unlikely GIMP will be on an iOS device.
ok this is nothing like the real PhotoShop, just go on the web, and head to SumoPaint . com. So far that's the closest free alternative to Adobe PhotoShop at least for mobile phones, unless you get Gimp on your desktop.

This is the express version. I'm guessing the express version is just for quick last minute effects/edits.
A more "full" version may be available later, if not, I'm sure another software group will make their own version. (Like GIMP for iPad)
