This is footage of final debate on the medicaid reform bill that gives $20 billion to private HMO companies to now service the state's poor and most vulnerable. This was a pilot program from 5 counties throughout the state that was not a success. So if you ask yourself why implement the change, you also have to ask how much business will companies associated with the new Governor stand to gain.
