This is the problem with refuelling and lollipop men who think they can perfectly anticipate how long the refuelling will take while watching what the wheel men are doing and watching down the road for traffic. There's just too much going on for it to be safe without some extra system, the lollipop men are always going to be pushing it with this sort of thing to get stops as quick as possible.
