ICPAK querries the draft constitution

http://www.ntv.co.ke The Institute of Certified Public Accountants of Kenya ICPAK is raising issue with the composition of the Commission on Revenue Allocation as contained in the Harmonized Draft Constitution. The Institutions Chairman Michael Itote says the commission whose mandate will be to equitably distribute revenues to all devolved units of government should have qualified professionals as opposed to political appointees. Itote says unqualified officials could impede economic growth and as such appointment to the commission should be on merit and not political allegiance.
