It is in Russia - in one of its Southern authonomies - Kabarda I gess - what is amasing is how secular and "ethnic muslim" is combined here ! - whatever you say, but hardly Russians should be blamed too much for treetment of its ethnic minorities - this secular flawour is not that bad if you compare street level life in some other muslim states to this one...
