I believe this song is about Biko here is some info Stephen Bantu Biko (18 December 1946 12 September 1977)[1] was a noted anti-apartheid activist in South Africa in the 1960s and 1970s. A student leader, he later founded the Black Consciousness Movement which would empower and mobilize much of the urban black population. Since his death in police custody, he has been called a martyr of the anti-apartheid movement

this song fits any oppressive situation, like many of dave's songs he wrote back in the early 90's it has a basic theme but can be applied in a lot of situations, from apartheid to Iraqi dictatorship to War torn western Africa, the meaning is the same.

This song is not about, nor was it inspired from the war in Iraq. This was written and recorded long before the US invasion of Iraq. Know your history and check your facts before saying its about something it is not.
