This canard has gotten quite old and does change the facts. I am not sure what source you are using to say that white phosphorus is not illegal to use against combatants, but it's not...please see (Article 1 of Protocol III of the Geneva Convention), one of many. It is legal to use as a smoke screen, but not in civilian areas.
@steute2011 1 soldier died every everyone else was a civilian. There was also an attack when an RPG was fired at a school bus. The Amnest Internation is bias and is extreamly liberal. White phosphorus is not illeagle to use against military targest, It is also not illeagle to use it as smoke screen

Remember they use hospitals, schools and Mosques (and people) to lanch rockets and hide in. Isreal Uses white posphorus to burn out the insurgents. They have guns that means they are a legitimate target and under the rules of war they are aloud to light them up
@JPSwissCheese You would be well served to read the many human rights reports (Human Rights Watch, Amnesty International, The Red Cross, Physicians without Borders, ect..) on what happen in Gaza, instead of parroting the Israel narrative. These reports debunk this claim in 90% of instances where civilians where killed, especially in cases of bombing schools, hospitals and Mosques. The use of white phosphorus on densely populated areas, is without question a war crime / crime against humanity!
