@Maserati7200 it's because the law enforcement already has evidence in the form of chat logs from each one of them which means they will already be arrested. arriving at the given address further shows their intent in going through with what was discussed in said chat logs.

Why were the people who turned around, and the people who were waiting in their cars arrested? If you turn around without knowing you're on camera, that means they had no intent of doing it. And being parked on the street in your car is not an offense you can be charged with. How do they even know they are the predators? They could be, but it's very likely they could not be as well.
