The chirping and thump-thumping you sometimes hear is to alert the visually impaired it is time for them to run like the dickens to get across. In Massachusetts, toying with pedestrians is sometimes a sport. Some drives like to slow down and then speed up as the pedestrians start to cross.

Notice how much darker it is at the end of the 8+ minutes.
