she's singing most of the time, except on heavy dance sequences. and if her lips are moving at a different sequence it's because she's listening to the music track from a different feed, there's a delay from what the audience hears and what she hears/sings

I LOVE this version of Baby! I wish she'd record it! I love the Cabaret feel of this, all her moves and her facial expressions and not to mention that amazing body and that face...my God what a stunner. A TRUE entertainer!
