It sounds like the best course of action at this point is to simultaneously put pressure on the Senate and especially on the governor to veto the bill if it does happen to be passed by the Senate.

from what i've heard [just what i've heard, don't quote me and be sure to look it up if you've got the time, i haven't] it's not a threat to pull funding, it's- if you don't pass this law, you won't get funding. not a threat exactly haha.
something like fifty thousand smackers was the figure i heard being tossed around. perhaps someone has more insight into this?

That's a great question -- one that I don't have an answer for. And it's indicative of the habitual and well-known coercion going on by the Federales with respect to the States.

is the "ways and means" committee even constitutional?
and regardless of that, each and every rep/member of ANY of these committees CAN STAND UP AND GO ON RECORD as refusing to be a part of ANYTHING that is at all anti-freedom and anti-liberty
instead, most just sell-out and compromise and go along to get along
when will they stop selling out?
when the price for selling out becomes greater than the perceived benefit of temporary triage when the looters continue to hack open additional veins
the federal government will withhold approximately 3.7 million dollars from New Hampshire this year if the seat belt law is voted down again.
the federal government has withheld these funds repeated over the years that the federal legislation has been in effect.
so what's really happening here is each and every person buying fuel in NH and driving on NH roads is forced to pay the fed fuel tax which the fed then withholds in an attempt to force certain controls on the people.
