Either way, it was popularized for a DUMB reason and has be repopularized for dumb reasons, over and over again. Circumcision has always been a cure "looking for a disease". And most people in the developed world have realized this decades ago. America is really the only country that still does it for other than religious reasons, and most people just do it out of conformity and ignorance. There is very little thought or research put into that decision, which is sad!
