Vista lock down please help

Ok so once upon a time i tried to watch a video in windows media player and it told me to download a handy dandy codek so i could run the file. So i do, the movie still doesn't run but as you can see in about a week my computer was locked down hard. I'm pretty sure that the download was the cause of my problames since almost immediatly after the download i couldn't properly open internet explorer. Then I got the error (Same as shown in this video) when i tried to boot up. At this point I can still get to a log in screen and sign in while I'm in safe mode. Another few days later I'm locked out of safe mode the same way. When these problames first started I tried a system restore (Like in the video) and got the same problame.

Again any help is appreciated and i hope i don't have to just wipe the system clean and reinstall everything. Especially since when I bought the laptop it was running Vista but didn't come with any of the install disks or product keys.

Safe mode and Vscan :l

If u can't even restore it.. then u got a deadly virus, the file that u download it, u even said, when u download it ur programs crash, OUCH

i suggest to just format and wipe everything, remove important files thought safe mode, it will take like 1 hour..

you have to boot in diagnostic mode, wich mean you will have to put your windows start dvd, or, find the options in the start menu, might ask to press f12 instead of the common f10 for your BIOS.

it will lead you to recuperation or diagnostic systems.

during this process, i warn you the steps might be verry long, it will tell you but i saw my own computer waits up to 45 min before it continues the operarions.! it seem jam...but it work.
