As much as i figured out, they sound the alarm every once its 13:30 to check it and train ppl to not panic, right? What if something happens at 13:30 and ppl just "Ahh its 13:30, thank you alarm".

they need to broadcast whatever message needs to get out "RUN FOR YOUR LIVES" for example. They replaced sirens with text message services where I live. and they send the text messages in 9 languages.
