After cutbacks because the city was broke, McNulty devised a plan of a Homeless Serial Killer by staging evidence to make a natural death look like a homicide by a serial killer. He did this to get more funding and resources for the dept which would be used in the Marlo case.
This guy was used as the next target for the 'serial killer', so the city would rush more funding to prevent him from being murdered. McNulty stashed him away at a shelter in D.C, and used the excess funding for Marlo.
