I'm touching it with a pair of insulated cutters, not my fingers. The insulation and my hand on the other side of it form a capacitor, giving current someplace to 'flow' through the tube (even though no electrons are technically flowing through the insulation; they're just being tugged back and forth rapidly as they are alternately attracted to and repelled by my hand). The HV circuit output is high voltage but very low current; touching it stings a bit but doesn't stop the heart :-)

@drmn4ea Touching that high freq voltage isn't dangerous or painful at all , if you aren't grounded of course .

@iEugene1994 At 100kHz, if you exist in air you are already effectively grounded :p So even if you touched nothing and wore thick rubber shoes, you'd still feel it a bit.
