I am an ELCA Lutheran from South Carolina. Tonight (April 10), I attended a Lent service at my church. We sang this as our closing hymn. However, it was to the tune, MARTYDOM, composed by Hugh Wilson, 1764-1824. It is #337 in Evangelical Lutheran Worship.

@mkl62 Yes, that's true. You can google it and find out that Watts wrote neither the music nor the refrain "at the cross". The tune that was first used was indeed "Martryrdom" and most versions you hear are to that tune and without the refrain. However, I already knew the Glenn Kaiser version through Johnny Cash.
