Exactly as nequillim said. The original catalogue by Köchel tried to cronologycally order Mozart's compositions. But, as new works were discovered, musicologists had to modify the catalogue.
In the first edition, K.1 is the same as minuets K.1e and K.1f (they were played together). K.1b was discovered later, that's why they added the letters
