Ai Kago never went to New York. That was a rumor spread by her mother to throw off the paparazzi. She did spend a few months in Los Angeles, but she didn't pick up much English while she was there. It's mostly come from attending an English-language high school since she returned to Japan.

As for other members of H!P: Ayaka Kimura grew up in Hawai'i, where she was discovered with Mika Todd; Makoto Ogawa studied in New Zealand for two years; and Ai Takahashi has studied some as a hobby.

Most of the girls don't speak English.
There is Mika Todd who is fluent and Kago, Ai who speaks some English because she studied in N.Y. after being kicked out of Hello Project. Other then that, I have no idea who speaks English or not. Try learning Japanese and read their official blogs.
