After entering the city, immediately turn right. IF the traffic cones southeast of the city are pushed outta the way, you can enter the Surveillance Center. Be warned: This is EXTREMELY rare, only happens after 8:00 PM, and may require a few tries before finally gaining access. Hope this helped.
