I'd say he looked like an idiot. Nobody laughed because no one knows what the hell he's trying to pull out from that joke. Everybody just stood there eyes on him as he's acting like an insane person.

The crazy person needs to be yelling that "it hasn't left yet" first, then "it's leaving!"

Also there needs to be another man there to be blamed for not getting on the bus first, because then they would've let both of them on - and an old man to try to calm things down, and saying that "a lot of people are watching".

He's a dick and everyone knows it. No one's laughing, and it's because another bus will come in 5 minutes. So, there's no punchline or payoff.
