It's a reboot.
"The film started out as a sequel by screenwriter Zak Penn , who wanted the film to be more similar to the TV series and Bruce Jones' run on the comic.
However, after Norton signed on to star, Norton rewrote the script of the film, severing ties to its predecessor by retelling the origin story in flashbacks and revelations.
