Fitchburg DOES have side-street parking along Main Street, Westbound, and there is a small 2-story garage with a 2-hour time limit (but it's FREE!). That garage is crowded, and the downtown are itself is fairly descolate.
There's a nice 5-story garage that can alieviate the problem, and was intended for that purpose, yet, the owners relegate the bottom floor ONLY for regular parking, and you have to HAVE A KEYCARD to use the rest!
Why does nobody care about Downtown Fitchburg? Probably because you can't park anywhere, and where you can, is full!
why dont you go up the road and park in the double stacked free parking garage??

@edyfreshh
It was full.
When it's open, I do use it.
The problem here is, the city wants people to visit, yet there's practically no parking, and there's a big garage that they don't want the public in.
They need to add more spaces, sadly, by taking down some non-essential buildings. There's some almost all-vacant 80's buildings that can go away.

Locked for private use.
(The "Private Use" thing ruins the downtown accessability.)

is the garage city owned and if not who owns it it would seem the city would wise up and build a 3 story garage

If I remember correctly, this garage was suposed to solve the parking problem the city has. It may have been bought, and now defeats it's purpose.
If this keycarded facility leaves the doors open now, the purpose is completely defeated.
No-win here.
