Flexible IT in a Fluid World: Rigid systems in changing environments

It takes years to implement IT systems. And once there, they are as flexible as a rock. How much longer can governments afford to live with that? After all, government has to carry out laws, regulations and policies, instead of toying with IT. Can the application landscape of a government organization accommodate the tsunami of ever changing rules, laws, regulations, and policies? Can IT keep up with the increasing pace of change that government is faced with? How does government adapt its IT to a rapidly changing environment, in which rules are changing continuously? How does this affect the citizen?
