Actually we DID not declare war. Article 1, section 8 the US Constitution, says it's the POWER of CONGRESS to declare war.  this war has the same type of vote as Vietnam/Korea....Authorization of use of force. A WEAKER vote. And....that's another reason why we will LOSE this war.
