They spend the money to try to prevent a recession becoming a depression. The thing to do is spend it on things that have a long term benefit. That means things like railways,reservoirs sewage and emergency service provision for things like forest fires or floods. (New Orleans or California). They could also encourage ethanol production from crops etc. to make America energy secure.
