i think he just want to get scratched on those hard to reach places. If you got a good relation with your bird, he will gladly allow you to unravel those new feathers with a couple of fingers.

The sound in the background is stimulating his surfing. To birds,those types of sounds(The vacuum,large appliances)simulate the sound of heavy rainfall and off they go surfing! My cockatiel would surf when I went into the furnace room.

@sweetlilgiggles I think he wanted to be groomed. Since he can't really do his own face, he was relying on someone close (you) to do it for him.
