Would it be cost effective to produce Hydrogen at Hydroelectric power plants during off peak periods when it is necessary to release water from the dam?

Would it be possible for the “Smart Grid” to recognize when excess power is on the grid due to lower demands and if so could Hydrogen be produced with this excess Power? Also, I wonder if this would be cost effective.

Those of us that informed about the climate crisis are grateful that Al Gore has educated so many. Now, hundreds of millions understand that humanity it deteriorating our only habitat. We MUST change the way we generate and use power or we will suffer the consequences. To some degree it is already too late but we still have time to curb the more negative effects. Join the fight! Contact your federal policy makers and demand they take meaningful action for the sake of our descendants.

Al Gore should just ask.....You know what happens when you run the car in the garage? You die.  That's basically what we're doing on a global scale. A billion gasoline powered cars.....10 million coal-fired plants.....does anyone really think this won't have any affect on global climate?
