"Not perfect" means that once in a great while a government official will make a racial slur AND THEN APOLOGIZE. "not perfect" means maybe one or two government officials will steal a couple million dollars and then get punished for it. "Not perfect" means that when that corrupt foster care facility kills a child, they get punished for it. If they aren't getting punished for it it isn't "not perfect" its straight up evil.
