viper played soft during the first round...and then she started to become more and more aggressive in the coming round..which finally brought to her victory over him...i admire her skill...she had both fire and electricity power..that's what i like about her...i finally the best thing about her is her combo..i love the combination of electricity and fire power...take a look at 3:03....best part in this fight
Wrong. Tier is based on each character's vitality/stun resistance/damage/speed/number of mixups. Sagat received "S" tier status 'cos he deals a great amount of damage on any of his attacks even normals while having a high vitality and stun resistance. Sagat also has many very effective mixups, his anti-air except Tiger Uppercut are absolute defense and his Ultra can be easily added into his mixups for some deadly combos. Sagat moves slow but it really doesn't matter.
Yeah, tiers are overrated. It's funny how people determine how good a character is based on their "tier" status. Too closed minded to even tap into a character for his or her full potential.
Typical tournament player:
"Wow, that's a cool combo. I think I'll use him" or
"With ______ I can set these moves up and do ____ damage. I can probably win with this"
The "tiers" are not decided by Capcom themselves, rather it goes by the frequent win rate/popularity of the character. All it means is that Guile and C.Viper aren't as played as much as the others. Tiers mean almost nothing. A Dhalsim beat out a Sigat during the Final at a Japanese tournament. It's all about how YOU control them. Everything's balanced.

I wonder how Capcom determines the grades in this game because this C.Viper looked pretty technical to me and they received a D.

I know u can cancel ex moves. But didn't know u can cancel specials.

you can use the focus attack to cancel any special move at the cost of a chunk from your super meter.
