This workout can be/is used for HIIT. Which is basically high intense cardio. So, yes it is fat burning.

7 sets of the 5 movements explained in the beginning.
Power Clean
Front Squat
Push Press
Back Squat
Push Press
7 sets of these = 1 round

5 ROUNDS!!

so basically 35 sets, while going up in weight.

This might be a terminology difference in Crossfit and traditional weight lifting.

I'm just making sure. So what this truly is, is 7 reps, 5 sets correct?

yes, 3 times per week, because its "full body workout", do like on monday, wednesday and friday, and rest all other days or just train cardio/stretching, but no heavy lifting, okey? or else you will hurt your body :) but 3 times per week, yes, with 1 to 2 days rest :) because if the muscles never rest you can tear them apart and in the end you will not be able to train at all :( but before training you must warm up and then quit with some basic stretching and everything will be alright :)
