As for democracy in the Arab world, or particularly in Iraq, of course it can be achieved but first a secular liberal democratic r state need to be in place who asserts the principle of equality and should observe neutrality in regard to all religions and the establishment of "A BILL OF RIGHTS" for the Iraqi Citizens etc
