Blacked Up Disabled Guys Dancing To Abba

A group of blacked up disabled guys in afro-wigs and spangly jump suits, dancing to ABBA for the delight of the public?
Why, we must be in Barcelona in 2010!
I actually saw this happen. It was part of a charity "fun" day in the Parc de la Ciudadela on May 30th 2010. Nobody else in the crowd seemed to think there was anything at all dodgy about it.
I was literally unable to speak.
Who the hell dreamed up/okayed this?

Some of the Spanish consistently shock me with there sense of humour.
