The K24A8 must have a higher auto choke setting than the J30A5. The highest my V6 has ever idled on a cold start in sub-freezing temps is 1100 rpm.
Still, 1500 isn't really that high for a cold start idle. Both of the Lexus vehicles that I've had experience with (a 2004 RX330 and a 2005 GX470) have idled at close to 2000 rpm for the first minute or two after start-up. Now that's high!

My Accord 2006 4 cyl idles at the same RPM when it is cold, even in summer

I had the same problem. Its the engine/motor mounts. Started having trouble around 35k.

i feel atleast a slight vibration ALL the time in the steering wheel even at highway speeds...u think one of my rims are bent...or motor mounts are gone?..alignment+balance are good and it only has 48k

Yeah, I think the 4-cylinders have a higher auto choke than the V6s, my dad has a J30A1 and it never idles very high, I would say low 1000's like yours. My car has gotten pretty close to 2000 though, maybe around 1900 rpm in sub-freezing temps.
do u feel the 4cyl vibrations through the steering wheel and cabin a lot?

When the engine is cold, you can feel slight vibrations, but typically the feel is silky smooth.

It was one of my first youtube posts, I was just trying to play with my new digital camera and see if it worked. I know it's not an amazing video to watch.
