Clearly not, you can't ship a tank with air in it - it's illegal and their are numerous ways authorities check the tanks.. and dangerous? shipping a CO2 or HPA tank that isn't empty, in the cargo bay of a plane - where temperatures exceed 100+ degrees is asking for the tanks to explode.

Bought it from a random ebay user. The cost to fill the tank depends on location you get it filled. Proshops and fields charge differently. Bought a new burst disc on ebay for $10
