First we want chewing, and then lowering but lowering with the nose out and down (and also continuing to chew AS she's lowering and also continuing to chew WHILE in the lowered position). Jewel tucks her nose and I'm trying to encourage her to stay open in the throat latch. She chews well enough - she understands that part.
