You're quoting from a conspiracy theory book....If you believe everything Rogerson has to say you should read up on Federal Reserve and Military - Industrial Complex books. The only people that have more conspiracy theories after that are the Anti-Semites. I also just searched the quote and found it to not be among any of the phrases at the Churchill Centre. This implies that the quote is in fact false. Churchill was a bloody, ruthless Sec of Navy and PM but this quote seems over-the-top.

But is that a "conspiracy theory?" You can say so if you like. I see it as simply identifying potential suspects who may have provided financing to Afghan/Pakistani radicals over a long period of time, with hopes that something materializes--neg world opinion due terrorist attacks, human rights abuses, etc.

Considering that the US funded the Mujaheddin and madrasahs to radicalize an army to fight the Soviets, keeping the funding channels open after the Soviets withdrew surely could have been accomplished via private means. In other words, it didn't need to be done by any particular government directly. The entities which stood to profit most are the likeliest suspects. Britain has major banking interests, and both Britiain and Israel have corporate oil & pipeline interests there.
