Considering that the US funded the Mujaheddin and madrasahs to radicalize an army to fight the Soviets, keeping the funding channels open after the Soviets withdrew surely could have been accomplished via private means. In other words, it didn't need to be done by any particular government directly. The entities which stood to profit most are the likeliest suspects. Britain has major banking interests, and both Britiain and Israel have corporate oil & pipeline interests there.
