We know now that the intelligence of Ecuador was chosen and coordinated from USA in the last governments before President Rafael Correa. That is a confirmation about the illegitimate influence of USA in weak countries without really representatives. But I think the scenario is changing for all Sudamerica with the new born union called UNASUR and many new political forces working more for their people instead of USA.
Mr Astorga was expelled because he conditioned aid to the Ecuadorian police to decide/interfere with the naming of certain investigator to an important position.
Aid was in fact retired, and Sullivan was expelled because he retrieved laptops that were given by the U.S. government but that seem to have had important information in them!

I believe a couple of precisions must be made:
Mr Astorga was expelled because he conditioned aid to the Ecuadorian police to decide/interfere with the naming of certain investigator to an important position.
Aid was in fact retired, and Sullivan was expelled because he retrieved laptops that were given by the U.S. government but that seem to have had important information in them!
