This is a Dreamcast disc. It is for use only on a Dreamcast unit.

@PSLover9 The Dreamcast could run two OSes, loaded directly from the CD. One of those was Windows CE (used mostly to make quick & dirty games using DirectX, or quick & dirty ports of PC Games, but not used alot because buggy/slow + couldn't use all of the Dreamcast features).

@GOT21C Well, the PS2 views it strictly as an audio disc, and plays the only Red Book CD-Audio file available on the disc, that is, the "don't do it" message.

they should also put a warning saying dreamcast has been discontinued

@SSGordanSargent the thing is the game was made way before dreamcast was discontinued so it is unlikely. Also the dremcast wasn't properly disconyinued here in th uk until 2009! wow... sega stopped making things for it but other publishers carried on.
