Department of Highways District 9 crews in Rowan, Fleming and other northeast Kentucky counties work Friday, Dec. 3, applying salt brine to roadways in advance of an approaching snowstorm. Brine, or saltwater, is a first line of defense when snow falls. It can prevent ice from bonding to the roadway in the first hours of a storm, giving plow and salt truck drivers a "head start" in keeping roads clear.
