somthing like this happed to me i attacked a guard and he ran up to me and said greetings citizen... ftw?

i get this all the time, and its easy to get, just do a crime, make a guard try to arrest you resist arrest, open the console with the key thats below the Esc key, then type in player.payfine then press enter, hit the guard to make a bounty again, but this time they just stand and follow you but dont attack!
